Valve, and Bethesda, aren't responsible nor obligated to police your IP for you. Their responsibility is to respond immediately when they get notice of a DMCA claim against a product on their service. Shouldn't Bethesda make it easier for mod authors to report DMCA claims? Wouldn't it make sense for them to actually have a fully fleshed out reporting system?

What is Bethesda going to do to punish the users that legitimately don't care if their Steam ID is linked to their account? Is this steam ID link on the account public? Is it something that is reportable now? This is the problem, and at no point does this update stop the piracy.
